After surviving the Holocaust as a young child, the Biala Rebbe studied in the Ponevezhe Yeshiva in Bnei Brak under the tutelage and guidance of the the Ponevezher Rav zt"l. After his marriage, he studied in the Gateshead Kolel until he accepted a Rabbinic position in Lugano, Switzerland, which he held for thirty two years. With the passing of his father the Chelkas Yehoshua in 5742 he assumed leadership of the Biala community and began dividing his time between Lugano and Jerusalem.
The Rebbe is a prolific writer, with dozens of Hebrew works in print and hundreds of unpublished manuscripts. He recently retired from his position in Lugano and now resides in Eretz Yisrael.
